For clean transportation programs, the bill expands funding allocation criteria for the Clean Cars 4 All Program and modifies the Clean Transportation Program to include broader zero-emission vehicle infrastructure projects. The State Air Resources Board receives authority to implement new fee schedules for vehicle certification deficiencies, with proceeds directed to the Certification and Compliance Fund.
The legislation extends the Energy Commission's authority to award noncompetitive follow-on funding for qualifying Electric Program Investment Charge projects through January 2028. It also clarifies that fossil fuel facilities constructed and owned by the Department of Water Resources may operate only during extreme events.
The measure appropriates $132.17 million from the Air Pollution Control Fund to the State Air Resources Board for zero-emission truck and bus vouchers in fiscal year 2025-26, with funds available for encumbrance through June 2027. The legislation takes immediate effect as a budget-related appropriation.
