The California Senate Committee on Budget and Fiscal Review has introduced comprehensive legislation to modernize developmental services delivery and enhance the Self-Determination Program. The bill establishes standardized processes for program implementation, revises service provider rate structures, and strengthens cultural competency requirements across regional centers.
The legislation requires the Department of Developmental Services to implement standardized statewide procedures for the Self-Determination Program by March 2027, shifting from expenditure-based to service-based individual budgets. Regional centers must certify that participants' spending plans address individual program outcomes, utilize available generic services, and qualify for federal financial participation. The department will establish uniform processes for enrollment, budgeting, spending plans, financial management, and transition support services.
The bill modifies service provider requirements, updating definitions and ratios for supported employment programs. Beginning in fiscal year 2026-27, providers must demonstrate compliance with electronic visit verification, home and community-based services rules, and annual fiscal reviews to participate in quality incentive programs. Rate freezes for certain providers are extended to February 2026.
For program oversight, the Master Plan for Developmental Services Committee must meet biannually through 2036 to monitor implementation. The legislation appropriates $2.79 million from the General Fund for regional centers to plan Life Outcomes Improvement System projects through June 2026. It also eliminates monthly parental fees for out-of-home care services and makes implicit bias training requirements contingent on legislative funding while encouraging regional centers to maintain these programs within existing resources.
