Assembly Member Patel's legislation directs the Department of Health Care Access and Information to establish a working group examining health care service delivery across northern San Diego County's health care districts. The working group will analyze district capabilities, resources, and organizational structures to determine their adequacy in serving all residents, including vulnerable populations.
The legislation requires participation from representatives of the Palomar, Fallbrook, and Tri-City Health Care Districts, along with the San Diego Legislative Delegation, University of California hospitals, and trade associations representing health care districts, hospitals, and special districts. The department may include additional stakeholders as needed. The working group must evaluate each district's statutory obligations and current capacity while examining whether existing resources and structures enable comprehensive health care access throughout the region.
By June 1, 2026, the working group will submit its findings and recommendations to the Legislature, making them available to relevant agencies upon request. The provisions establishing the working group will remain in effect until June 1, 2030. The bill maintains all existing statutory, regulatory and contractual obligations of public health care providers and districts operating in the San Diego region.
