Assembly Member Muratsuchi's comprehensive school safety plan legislation establishes a statewide stakeholder workgroup to evaluate and modernize California's approach to campus security. The Superintendent of Public Instruction must convene this diverse group by July 2026 to review existing safety protocols and recommend improvements to development processes and required elements.
The workgroup will include administrators, teachers, union representatives, parents, students, law enforcement, firefighters, and school safety specialists. Members must represent both urban and rural areas across California, with educators from elementary and secondary levels, including those experienced with special needs students. The group will assess how safety plans align with their intended purposes, examine development and approval procedures, and propose ways to make plans more accessible to school staff, parents, and first responders.
By July 2027, the Superintendent must submit the workgroup's recommendations to the Department of Finance and legislative committees. The legislation authorizes the Department of Education to contract with outside organizations to support implementation, with meetings conducted under open meeting requirements. This review responds to emerging campus safety challenges like active shooters, opioids, and natural disasters that have arisen since comprehensive safety plans became mandatory in 2002.
