The portal would display current and historical funding data for both homelessness prevention and mental health services programs, including yearly allocations over the previous decade and year-over-year funding changes. For each funded program, the database would contain the administering agency, program mission, distributed and appropriated amounts, contact information, and operational status dates.
The State Controller, Department of Health Care Services, and California Interagency Council on Homelessness would maintain links to the portal on their websites and hold authority to request relevant data from other state entities to ensure accurate reporting. This builds upon existing requirements for the Council to maintain a statewide homelessness data system by adding specific parameters for funding transparency across both policy areas.
The measure would apply to all state programs addressing homelessness and mental health, including current initiatives like Housing First and the Early Psychosis Intervention Plus Program. While requiring no new appropriations, the bill would establish ongoing obligations for data collection, portal maintenance, and interagency coordination in service of public access to comprehensive funding information.
