The measure modifies existing secure facility requirements by permitting the installation of steel doors equipped with panic hardware that operates multipoint locks bolting into the door frame. These doors must include a latch guard protecting the primary locking bolt from tampering. For doors with windows measuring five inches or larger in any direction, the bill requires protective steel bars at least one-half inch in diameter or nine-gauge metal grating attached to either side of the door.
The legislation maintains current facility security standards, including requirements for steel bars on windows, secured ventilation openings, and specific spacing requirements for metal grates and screens. For manufacturers' facilities, the bill preserves existing provisions for burglar alarms, separate ammunition storage, and enhanced perimeter security. Non-compliant facilities remain subject to license revocation or civil penalties under existing enforcement mechanisms.
