Assembly Members Wicks and Stefani propose transforming housing support services into a mandatory Medi-Cal benefit for individuals experiencing or at risk of homelessness, replacing the current system's optional community supports framework. The legislation would establish three core housing assistance categories: transition navigation services, housing deposits, and tenancy sustainment support.

The Department of Health Care Services would implement these services upon securing legislative funding and federal approval, with a deadline to seek federal authorization by March 31, 2026. Eligible beneficiaries must either be currently homeless or face imminent housing instability as defined by federal regulations. The transition navigation component includes assistance with housing applications, benefits enrollment, and move-in coordination. Housing deposits cover one-time expenses such as security deposits, utility setup, and essential furniture. Tenancy sustainment encompasses ongoing support through landlord mediation, housing rights education, and employment services.

The bill grants the Department authority to execute these changes through administrative guidance and contract modifications, with requirements for stakeholder consultation. Implementation depends on obtaining federal approval and maintaining federal financial participation. The Department may adjust provisions as needed to align with federal requirements, provided such changes maintain the original intent and undergo stakeholder review.
