Senator Laird's proposal to modify the California State Auditor's office location requirements would permit the agency to establish its permanent headquarters within a two-mile radius of the State Capitol Building, expanding beyond the current Sacramento-only limitation to potentially include West Sacramento. The measure maintains the State Auditor's existing authority to operate satellite offices elsewhere in California when necessary to fulfill its duties.

The legislation also broadens the authorized uses of the State Audit Fund, a continuously appropriated account in the State Treasury that supports the State Auditor's operations. This expansion of permissible expenditures creates a new appropriation requiring two-thirds approval from the Legislature. The State Auditor would retain discretion over the establishment of additional office locations based on operational needs.
