The State Board of Education, working with the Department of Education and California Collaborative for Educational Excellence, must compile technology best practices and model policies by December 2026 for schools receiving Title I funding or designated as priority schools. These materials will guide the incorporation of technology initiatives into Local Control and Accountability Plans (LCAPs). The compilation requires biennial updates and must be published online.
County offices of education must evaluate how district practices align with state-identified best practices, submitting comparative summaries by December 2028. The Department of Education will conduct baseline and follow-up surveys in 2027 and 2030 to measure technology adoption and implementation. To provide ongoing guidance, the bill creates a School Technology Empowerment Advisory Committee comprising representatives from educational organizations, which must meet three times annually and submit progress reports to the state board.
The legislation builds upon existing LCAP requirements and funding mechanisms, with provisions for state reimbursement of any new costs imposed on local educational agencies. Implementation begins with informational webinars in 2027 to help districts incorporate the best practices into their accountability plans.
