Assembly Member Flora's proposal to expand the use of law enforcement funds would allow California county sheriffs' departments to dedicate up to 20% of their existing allocations from the Enhancing Law Enforcement Activities Subaccount toward identifying unidentified human remains. The measure permits these funds to support forensic examinations and genealogical research related to identification efforts.

The bill maintains the current funding structure, under which 37 rural and small county sheriffs' departments each receive 2.7027% of specified revenues through quarterly allocations. These departments would retain discretion over whether to utilize the new identification funding option while continuing to operate under existing prohibitions against using the funds for video surveillance or to replace other public safety funding sources.

This targeted modification to the Government Code preserves the established distribution framework of the Local Revenue Fund 2011 while creating additional flexibility for county sheriffs to address unidentified remains cases using existing resources. The measure requires no new appropriations or changes to fiscal oversight mechanisms.
