Assembly Member Muratsuchi's proposal to modify the Commission on Teacher Credentialing's membership would expand early childhood education representation while adjusting public member positions. The legislation permits the governor to designate one of the commission's six practicing teacher seats for an instructor holding a child development permit who teaches at a licensed state-funded preschool or prekindergarten program.
The bill establishes that upon the first vacancy of a public representative position after January 1, 2026, the number of public representatives would decrease from three to two members. This vacant position would be filled by an early childhood faculty member from either a California State University or University of California baccalaureate program in early childhood or child development, or from a California Community College associate degree program in early childhood education. The measure maintains the commission's total membership at 15 voting positions, including the Superintendent of Public Instruction and 14 governor-appointed members confirmed by the Senate.
Current appointment restrictions remain in place, including the requirement that no more than one member may serve from the same school district or college campus. Members must continue actively working in their qualifying roles to maintain their positions, with the exception of public representatives and the Superintendent. All appointments expire on November 20 of their term's final year, with members serving staggered terms of two to four years.
