Assembly Member Muratsuchi's proposal to expand the Commission on Teacher Credentialing would add three new voting members with expertise in early childhood education and child development, increasing the commission's total membership from 15 to 18.
The legislation creates positions for a faculty member teaching baccalaureate-level early childhood education or child development at a California State University, University of California, or California community college campus; a state-licensed preschool or prekindergarten teacher holding a commission-issued child development permit; and either a site supervisor or program director with appropriate permits from a state-funded early education program. Like existing members, these positions would be appointed by the Governor with Senate confirmation.
The bill establishes a staggered implementation timeline, with initial appointments required by January 1, 2027, and terms beginning July 1, 2027. The first appointees would serve varying terms of two to four years to maintain the commission's existing staggered renewal structure, with subsequent appointments serving standard four-year terms. The legislation maintains current provisions that terminate appointments if members no longer hold their qualifying positions, with exceptions for public representatives and the Superintendent of Public Instruction. It also preserves the requirement that no more than one member may serve from the same educational institution or district.
