Assembly Member Ta's proposal to amend California's housing reporting requirements would allow local planning agencies to include data on approved congregate housing units for low-income elderly residents in their annual general plan reports. The amendment specifically addresses units designated for seniors with incomes at or below the area median income level.
The measure adds to existing annual reporting requirements that track housing development, density bonuses, and various income-based metrics across California jurisdictions. Under current law, planning agencies must submit comprehensive reports by April 1 each year to their legislative body, the Office of Planning and Research, and the Department of Housing and Community Development detailing progress on general plan implementation and housing goals. These reports document housing production, demolition, permitting, and various affordability categories.
The Department of Housing and Community Development maintains authority to request corrections to submitted reports within 90 days and may reject reports that fail to substantially comply with requirements. Courts can compel compliance through orders and sanctions if jurisdictions do not submit compliant reports within specified timeframes. The department must post all submitted reports on its website.
