Assembly Member Sharp-Collins proposes expanding the California State University Board of Trustees from 25 to 27 members through legislation that would add one gubernatorial appointee and one faculty representative to the governing body.
The measure establishes new procedures for faculty appointments to the board, requiring the Governor to select faculty members from a list of at least four candidates provided by the CSU Academic Senate. Both faculty representatives must hold tenure at their respective CSU campuses and would serve staggered two-year terms beginning July 1 of alternating years. The bill prohibits faculty board members from participating in collective bargaining subcommittees.
The legislation maintains existing board composition requirements, including five ex officio members, two student representatives, and an alumni association delegate. It preserves current provisions requiring Senate confirmation of gubernatorial appointments and mandating that board members reflect California's demographic diversity across race, gender, disability status and veteran status. The measure also retains language directing trustees to exercise independent judgment rather than represent specific constituencies.
