Senator Padilla's proposal to establish a Green Empowerment Zone in California's southeastern desert region aims to accelerate clean energy development while ensuring economic benefits flow to historically underserved communities. A board of directors comprising local government officials, tribal representatives, business leaders, labor organizations, educational institutions, and community advocates would govern the zone. The board holds authority to identify priority projects, develop regional economic plans, facilitate access to public and private funding, and enhance the entrepreneurial ecosystem supporting clean energy initiatives.
The legislation enables the zone to contract services, accept various forms of funding, and coordinate with state and federal entities to advance regional priorities. The Imperial County Board of Supervisors may initiate the zone's establishment through resolution, after which other eligible jurisdictions can opt to participate. Participating cities and counties retain the ability to withdraw from the zone with 60 days' notice.
Beginning January 1, 2027, the board must submit annual progress reports to the Legislature and Governor's Office detailing metrics such as business assistance provided, jobs created, workforce training conducted, and investments secured. The zone's authorization extends through January 1, 2035, at which point the enabling provisions expire unless renewed by subsequent legislation.
