The Imperial County Board of Supervisors may initiate the zone's establishment through resolution, after which other eligible jurisdictions can opt to participate. Participating cities and counties retain the ability to withdraw from the zone with 60 days' notice.

    Beginning January 1, 2027, the board must submit annual progress reports to the Legislature and Governor's Office detailing metrics such as business assistance provided, jobs created, workforce training conducted, and investments secured. The zone's authorization extends through January 1, 2035, at which point the enabling provisions expire unless renewed by subsequent legislation.
