Assembly Member Gipson's California Housing Justice Act of 2025 establishes a dedicated Housing Justice Fund to address homelessness and housing affordability through sustained annual state investments. The legislation requires the department to create comprehensive finance plans by January 2027 in partnership with housing experts, advocates, local agencies, and individuals with lived experience of homelessness. These plans must detail funding needed to meet current and projected housing demands for unhoused Californians and fulfill affordable housing requirements identified in regional needs assessments. The department must also develop annual performance metrics tracking reductions in homelessness duration, returns to homelessness, and racial disparities in housing access.
Beginning October 2027, the Business, Consumer Services, and Housing Agency must report annually to the Legislature on progress toward established benchmarks while maintaining public transparency through regular website updates. The bill provides for reimbursement of any state-mandated costs imposed on local agencies through existing statutory mechanisms.
