AB-84 introduces several restrictive measures that could severely limit the growth and flexibility of nonclassroom-based charter schools. Section 47605.10, for instance, imposes unnecessary restrictions on the authorization of these schools, potentially stifling their ability to serve students who thrive in independent study environments. Additionally, Section 51749.7's prohibition on funding for educational enrichment activities not provided by credentialed employees could drastically reduce the resources available to these schools, undermining their capacity to offer personalized learning experiences. The bill also increases financial and operational burdens on charter schools. Section 47613's gradual increase in oversight fees from 1% to 3% by 2029 will divert essential funds away from educational resources and staff. Furthermore, the new compliance requirements in Section 47613.3 could impose additional administrative burdens, limiting the operational flexibility that is crucial for the success of independent study programs. These provisions threaten the educational opportunities for students who benefit from the unique offerings of independent study charter schools.
