Firearms Regulation

Establishes a barrel regime restricting sales to in-person transfers by licensed dealers. Begins July 1, 2027, eligibility checks and mandatory reporting for barrel transfers. Imposes escalating penalties with first two violations as misdemeanors and later ones including jail. Authorizes a $5 per eligibility check fee, adjustable annually, to offset DOJ costs.

Establishes Wyland’s Law for automated access to protective order data. Requires appropriation for the DOJ to build or contract the system. Provides three data points: order receipt, service status, and firearm-violation status. Mandates public disclosure of transmission completion and DOJ order-receipt records.

Authorizes district attorneys to file GVRO petitions in four counties. Designates Alameda, El Dorado, Santa Clara, and Ventura as pilot counties. Requires DA data submissions to UC Davis annually starting April 1, 2027. Ends the pilot in 2032.

Requires hunting license purchasers to receive firearm safety and legal information starting July 2027. Mandates education on safe storage, child access prevention, and basic firearm laws for hunters. Authorizes Fish and Wildlife Department to create additional firearm safety requirements for licenses.

Expands temporary restraining orders in divorce cases to prevent insurance policies from lapsing starting January 2027. Prohibits both parties from removing children from the state without written consent or court approval. Requires 5-day advance notice to the other party before making any extraordinary expenditures.

Requires firearm owners to complete an 8-hour safety training course with live-fire exercises starting July 2027. Mandates firearm importers to obtain a safety certificate within 60 days of bringing firearms into California. Establishes new training requirements covering firearm laws, safety, mental health, and conflict resolution. Creates penalties for importing firearms without obtaining proper safety certification.

• Mandates a ban on sale of machinegun-convertible pistols by licensed dealers starting July 2026. • Expands the machinegun definition to include machinegun-convertible pistols with pistol converters. • Imposes three-tier penalties: up to $1,000 first, up to $5,000 second with license actions, and misdemeanor third. • Authorizes DOJ to adopt regulations to implement the penalties and oversee roster testing framework.

Extends concealed carry license validity from 2 years to 3 years in 2026 and 4 years starting 2027. Limits employment-based concealed carry permits to 90 days and restricts use to the issuing county only. Requires employment-based permit holders to notify local authorities and get dual approval for renewals.

Raises the 30-day firearm purchase limit to three. Adds exemption for transporting an unloaded firearm in a locked container on public transit. Requires nonresidents to attest travel in California and complete live-fire training. Requires five-day reporting to the NICS index for disqualified applicants and adds safety signage.

Expands concealed carry permit eligibility to include spouses of registered firearm owners. Establishes strict disqualification criteria including gang membership and substance abuse history. Requires comprehensive background investigations including character references and public record reviews. Limits licensees to carrying no more than two firearms and prohibits alcohol consumption while armed.

Expands training options for county probation officers using unsafe handguns as service weapons. Requires unsafe handguns in unattended vehicles to be secured in locked containers or trunks. Imposes civil penalties up to $10,000 for unreported sales of unsafe handguns. Mandates the Department of Justice to track all unsafe handgun transfers in a database.

Requires individuals under protective orders to surrender both firearms and ammunition within 24 hours of being served. Enables free remote court appearances for protective order hearings starting July 2026. Mandates courts to verify compliance with firearm surrender requirements through receipt submissions. Requires law enforcement to seize ammunition along with firearms when serving domestic violence protective orders.

Expands security options for firearms dealers and manufacturers by allowing doors with panic hardware and multipoint locks. Requires latch guards on new door systems to prevent prying and cutting. Mandates steel bars or metal grating on windows larger than five inches in secure storage areas.

Requires electronic filing for harassment, DV, and elder protective orders. Starting 2027, electronic filings are free for these petitions. Prohibits fees for remote appearances and requires counties to post remote-hearing rules. Enables electronic delivery of notices and filings to petitioners and permits alternate service when needed.

Establishes a voluntary Do Not Sell List allowing California residents to block themselves from purchasing firearms. Requires the Department of Justice to implement the list system by November 1, 2027. Allows individuals to remove themselves from the list after a 14-day waiting period. Mandates that all registration information remain confidential and be destroyed 30 days after removal.

Extends firearm relinquishment rules to minors prohibited from ownership until age 30. Requires courts to order relinquishment and use a designee to transfer or store firearms. Requires updates to the automated firearms system and probation oversight of compliance. Operative date is January 1, 2026 and late filings incur a $100 fine.

Requires the Department of Justice to mail firearm safety information to all new gun owners starting July 2027. Mandates sending educational materials within 10 days of a firearm purchase or transfer. Includes guidance on secure storage, legal requirements, and violence prevention resources.

Intent bill that proposes to enact new legislation addressing crimes involving firearms. Builds upon existing state regulations governing firearm manufacture, distribution, transportation, and importation.

Requires annual inspections of the 10 firearm dealers with the highest percentage of guns linked to crimes. Mandates firearm dealers to maintain detailed inventory records and certify accuracy under penalty of perjury.
