Firearms Regulation

Requires licensed dealers to conduct background checks for all firearm barrel sales starting January 2027. Mandates in-person transactions and detailed record-keeping for all firearm barrel transfers. Establishes penalties ranging from misdemeanors to felonies for illegal firearm barrel sales. Exempts law enforcement, military, and licensed collectors from these requirements.

Requires courts to provide protective order transmission records within one business day of request. Authorizes creation of an automated system to notify protected persons about their protective order status. Mandates public access to records showing when courts transmit protective orders to law enforcement. Requires tracking of attempts by restrained persons to purchase firearms while under protective orders.

Requires firearm owners to complete an 8-hour safety training course with live-fire exercises starting July 2027.
